ITEMS OF NOTE
Manual J/S/D: Starting January 1, 2027, Construction Services and Inspections will be requiring mechanical equipment sizing calculated in accordance with ACCA Manual J. The Manual J report shall be submitted with all new one- and two-family dwellings with the mechanical permit application.
R403.6 Equipment Sizing (Mandatory): Heating and cooling equipment shall be sized in accordance with ACCA Manual S based on building loads calculated in accordance with ACCA Manual J or other approved heating and cooling calculation methodologies.

Electrical Inspections: As of June 2024, the City of Duluth delegated authority for residential and commercial electrical permitting and inspections to the State of Minnesota. All new electrical permits should be submitted through the Department of Labor and Industry website.
Energy Code: The State of Minnesota has implemented the State Energy Code MSBC 1323 for commercial buildings effective January 5th, 2024. Construction Services and Inspections has updated the Commercial Plan Review “Energy Compliance Worksheet” to reflect the changes to the Commercial Energy Code and will be requiring compliance under Minnesota Administrative Rules Chapter 1323.0005.
