Please be aware that for most construction and commodity solicitations issued in 2018 or later, only the Invitation to Bid will be found below; the remainder of the bid package will be available within Bid Express®. Requests for Proposals can be found in their entirety below.
The City of Duluth uses the Bid Express® electronic bidding platform to provide plans and specifications and to receive sealed bids for construction projects and large commodity purchases. To view and download bid packages and plans, visit https://www.bidexpress.com and search for "City of Duluth" or the solicitation number. You must register for a free account to browse the site and search for advertisements.
Bid openings for sealed bid solicitations will be live-streamed using the links listed below. If a link below is for anything other than a bid opening, the title will indicate what the link is for.
Effective August 1, 2026, Contractors and subcontractors of any tier, who can provide proof of working on a City project, may submit payment status requests for that project directly to the City. Please submit requests, including proof, to AccountsPayable@DuluthMN.gov.
