[Duluth, MN] – The City of Duluth is advising the public to practice caution during this flood emergency.
 
Residents should stay away from streams, culverts, and standing water. Never underestimate the power of moving water. Children should be supervised and remain away from all water at this time. The City has already had several people nearly drown during this emergency situation.
 
At 12:17 PM Duluth Police and the Duluth Fire Department  responded to Midway Avenue and Lawn Street on the report of an 8 year old male who had fallen in a 2 ½ foot wide culvert and was swept away by the strong current. Miraculously the child came out nearly one mile downstream and suffered only a minor cut to his head. He was transported to a local hospital for his non life-threatening injury.
 
At 2:30PM Duluth Police and UMD Police responded to 34th Avenue East, just above Superior Street on the report of a person that was swept away down Tischer Creek. Officers arrived and learned that a dog had jumped in the creek and owner tried to rescue the dog. The dog was then swept nearly 100 yards downstream before being rescued by others. The owner and others were luckily pulled to safety up where the dog originally jumped in.
 
More safety precautions:
 
Residents should not come into contact with overflow areas. It is likely that standing water is not sanitary water.
 
Motorists should avoid barricaded roads and find alternate routes. Barricades are there for the protection of the public. Roads may be undermined due to the rain. Standing water may be covering sinkholes or debris or the road may be unstable. Please use caution if you must travel.
 
The public should not drive or wade across roads with standing water. Just a few inches of water can wash a car downstream.
 
Parents are urged to keep their kids inside for the night.
