The Duluth Police Department would like to notify the public about the relocation of Level III Predatory Offender JAMES DEMETRIUS REDD, DOB: 05/08/1973.
REDD is currently living in the vicinity of 200 block of North 22nd Avenue West.
REDD has a history of photographing and sexual contact with victims (females, age 14-15) on multiple occasions. Contact included penile-vaginal penetration, cunnilingus, taking sexually explicit photos of the victims, having other victim’s videotape offender engaging in sexual contact with victims, and asking victim to find other girls for him. Offender gained access to victims in the candy shop he owned in Duluth, provided drugs and alcohol to victims, took advantage of their vulnerable (some were runaways) state, and also drove them to his residence in Minneapolis. Offender was known (acquaintance) to victims.
