On Thursday, October 4th, 2012 the Duluth Police Department was notified that following a review of the investigative materials, Special Prosecuting Attorney Reed has determined that Duluth Police Officer Richard Jouppi be formally charged with Misdemeanor Assault in the Fifth Degree and Misdemeanor Disorderly Conduct for his actions on the evening of Friday, September 21st 2012 at the Duluth Detoxification Center.
