The Duluth Police Department would like to notify the public on the release and relocation of Level III Predatory Offender DENNIS JAMES ARMSTRONG, DOB: 07/10/1972.
ARMSTRONG is currently living on England Avenue, Duluth, MN 55811.
ARMSTRONG has a history of sexual contact with victims (males & female, ages 5 – 7). Contact has included penetration. Offender was known to victims.
The physical description of ARMSTRONG is:

Weight: 183 pounds
