The Duluth Police Department would like to notify the public on the relocation of Level III Predatory Offender DENNIS JAMES ARMSTRONG, DOB: 07/10/1972.
ARMSTRONG is currently homeless and living in the area of 1st Avenue West and 2nd Street, Duluth, MN 55803.
ARMSTRONG has a history of sexual contact with victims (males & female, ages 5 – 7). Contact has included penetration. Offender was known to victims.
The physical description of ARMSTRONG is:
Race: White
Height: 5’8”
Weight: 183 pounds
Eyes: Blue
Build: Medium
Complexion: Medium
