The Duluth Police Department has confirmed the release of Level III Predatory Offender Dan Rico Sims, DOB 10/27/1982.
Sims is returning to the 200 block of North 22nd Avenue West, in Duluth.
Sims has a history of sexual contact with a victim, female age 13, and was previously unknown to the victim. The contact included fondling and penetration and force was used to gain compliance. Sims gained access by approaching the victim in a public place.
