NATURE OF INCIDENT: Possible Abduction-UPDATE

INCIDENT LOCATION: 1900 block West 3rd Street

On Wednesday, August 7th, 2013 at 5:43 PM Duluth Police responded to the 1900 block of West 3rd Street on the report of a possible abduction that had just occurred. 
The caller said a black Ford Expedition with white rims; with a possible partial license plate that may end “03”, pulled up to a 14 year old juvenile female forced her into the vehicle.  The vehicle which was occupied by three other people then left westbound on 3rd Street.

The suspect is described as a Native American male, 5’11”; black hair in a braid, wearing all dark clothing, long-sleeved shirt with “Chicago Bulls” printed on the back, was carrying a police-style baton and had a black bandana on his face.

The 14 year old female is described as having long black hair that is up in a bun, white sunglasses, wearing a green shirt with “Aero” written on the chest, white leggings, white flip flops and a silver bracelet.  We have not confirmed the identity of the potential victim.

The Duluth Police Department is seeking the public’s help.  If anyone has any information about this incident they are asked to call 911.  A KOPS alert (an attempt to locate system for law enforcement) has been activated. 

UPDATE:

The Duluth Police Department is actively investigating this call and has used significant resources and utilized multiple technologies & databases within and outside of our department and thus far have been unable to identify a victim.  We have reached out to our partners at the state and federal level to make sure we are doing everything possible to resolve this.

Our initial investigation with the reporting party has yielded multiple last names for the victim; we have been unable to locate within our databases and others an exact match to the names reported.  All females matching the description named “Jessica” at the school where the reporting party said that she attended with the victim have been accounted for.   

We are asking anyone that has a missing 14 year old Native American female, even if you think she is a runaway but you have not reported this information yet to please call 911 so we either can establish or eliminate that person as a victim.

The MN BCA (Bureau of Criminal Apprehension) issued a MCAN (Minnesota Crime Alert Network) alert on August 7th, 2013 at 11:00 PM. 

The Duluth Police Department will provide a case update at 3:30 PM today in the Training Room of the Public Safety Building, 2030 North Arlington Avenue.
