NATURE OF INCIDENT: Duluth Man Arrested for Tampering with MV, Theft & Damage to Property

INCIDENT LOCATION: 3rd Avenue East & 1st Street

On Saturday, August 31st, 2013 at 9:34PM Duluth Police were called to a parking lot near 3rd Avenue East & 1st Street after the caller heard the sound of breaking glass and then saw a male suspect hiding behind cars.

An officer arrived and found the suspect identified as Michael Ross Topping, a 26 year old male resident of Duluth, inside a vehicle that was next to one that had a broken out passenger side window. He was arrested and found in possession of stolen property which was taken from another vehicle prowl that occurred in the 400 block of West 1st Street.
Michael Topping has convictions in 2006 for Tampering with a Motor Vehicle, 5th Degree Assault & DWI.
He was transported to the Saint Louis County Jail for Tampering with a Motor Vehicle, 2 counts of Theft, 2 counts of Damage to Property and Possession of Stolen Property.
