Jim Filby Williams to serve as City’s Director of
Public Administration
 
[Duluth, MN] – Jim Filby Williams has been selected as the Director of Public Administration for the City of Duluth. Filby Williams replaces Roshanda Smiley who left the position in September to accept a new role as Executive Director of Human Resources for the City of Killeen, Texas. Filby Williams leaves his current position as Northeast Regional Coordinator for the Minnesota Council of Nonprofits (MCN).
 
In his role with MCN, Filby Williams oversaw and delivered world class training, advocacy, and technical assistance services for nonprofit organizations throughout northeast Minnesota. He brings over a decade of experience in additional executive leadership experience and community involvement, as well as experience managing staff, sizable public facilities, and budgets.
 
Filby Williams was the Executive Director of Animal Allies prior to joining MCN. Filby Williams led the organization through a $7 million capital campaign and managed a $1.1 million operation with 30 employees and 300 volunteers. His involvement in the community includes serving on the Board of Directors for Community Action Duluth and the Alan H. Zeppa Family Foundation.

Filby Williams holds a Bachelors Degree from Yale University and is in the process of completing his Masters in Public Administration from the University of Minnesota Humphrey Institute. In 2009, he was recognized as a “20 Under 40” Award Recipient by the Duluth News Tribune.  
 
As Director of Public Administration, Filby Williams will have oversight of the city’s Library Services, Parks and Recreation division, Maintenance Operations, the City Clerk’s office, Human Resources, and the city’s Information Technology division.

Filby Williams has a tentative start date of January 6, 2014 pending City Council approval at their October 14 meeting.
