NATURE OF INCIDENT: Five Formally Charged after Heroin Arrests

INCIDENT LOCATION: 706 East Fourth Street (Upstairs Apartment)

On Wednesday, October 23^rd, 2013 Investigators from the Lake Superior Drug and Violent Crime Task Force executed a search warrant at 706 East 4^th Street # B (Upstairs Apartment). The warrant was executed after Duluth Police and LSDVCTF received neighborhood complaints and information about heroin dealing occurring in this apartment building as well as in the immediate area surrounding the apartment building.

The following individuals were located inside the apartment:

DEVON (NMN) FREEMAN, a 23 year old male – From Chicago, IL

BARBARA NICOLE GILLIAM, a 33 year old female – From Chicago, IL

KENDARA CLIFFORD SHIVERS, a 21 year old male – From Chicago, IL

ANDRIANA DALENCIA NORWOOD, a 20 year old female – From Chicago, IL

During the execution of the search warrant investigators located a loaded .22 semi-automatic handgun, ammunition, approximately 10 grams of heroin which was packaged for sale, a digital scale, drug packaging, as well as other evidence of drug distribution stolen property, $4,244.00 in U.S. currency, and indicia of occupancy.

In addition to the above mentioned individuals BARBARA NICOLE GILLIAM, a 33 year old female was also arrested on a probation violation. Gilliam is currently being held at Saint Louis County Jail in Duluth. At the time of this arrest Gilliam was on probation for 3rd Degree Sale of a Controlled Substance. She was arrested at 706 East 4th Street along with Freeman, Shivers, and Norwood. GILLIAM has prior convictions for 5^th Degree Possession of a Controlled Substance and 3^rd Degree Sale of a Controlled Substance in 2011, two separate convictions of 3^rd Degree Sale of a Controlled Substance in 2011 as well as a felony conviction for Financial Transaction Card in 2010.

Also, on October 23^rd, 2013 in a separate but related arrest MALCOM ANTONIO JOHNSON, 41 year old male (AKA) JIBREEL AMER-MAKEEN ALKABIR, 41 year old was arrested for 2^nd Degree Sale of Heroin. JOHNSON was found to be in possession of approximately 6 grams of heroin and a digital scale.

On Friday, October 25^th, 201310/25/13 DEVON FREEMAN was formally charged in Saint Louis County District Court with 3^rd Degree Sale of Heroin and KENDARA SHIVERS was formally charged in Saint Louis County District Court with 2^nd Degree Sale of Heroin.

ANDRIANA NORWOOD was formally charged in Saint Louis County District Court with 3^rd Degree Possession of Heroin and Child Endangerment (NORWOOD’s 1 year Child was present during the execution of the search warrant). Additionally NORWOOD had two active Saint Louis County warrants for her arrest. The warrants were both for failure to appear on original charges of Misdemeanor Theft.

MALCOM JOHNSON was formally charged in Saint Louis County District Court with 2^nd Degree Sale of Heroin.
