In November of 2013, The National Center for Missing and Exploited Children (NCMEC) contacted the Minnesota Bureau of Criminal Apprehension (MN BCA) with three cyber tips related to suspicious images uploaded to Google. The MN BCA conducted follow-up and determined that the images were uploaded from computers at 51 year old male, David Charles Workman’s residence in Duluth, MN. The MN BCA forwarded this information to Duluth Police Department for additional investigation.
The Lake Superior Forensic Technology & Internet Crimes Against Children (LSFT&ICAC) Task Force comprised of Investigators from the Duluth Police Department, St. Louis County Sheriff’s Office, Superior Police Department and the Douglas County Sheriff’s Office were then assigned this case. The task force conducted an investigation and found Workman was using computers at the Duluth Public Library.
The computer and cellular phones Workman possessed were seized by search warrant and analyzed by the LSFT&ICAC Task Force. Suspected child pornography was located on several items of evidence.
The Duluth Police Department attempted to arrest Workman at his residence, as he was a predatory offender, but found Workman had fled the state. MN BCA contacted the US Marshall’s service who then arrested Workman in Kentucky on the St. Louis County Felony Warrant.
Workman was extradited back to St. Louis County and faced charges of Possession of Child Pornography by a Predatory Offender and Failure to Register as a Sex Offender when he moved states. On April 25th, 2014, Workman pled guilty to both charges and is currently being held in the Saint Louis County Jail while waiting to be sentenced. Workman has two prior convictions (1981 and 1985) for the sexual assault of a child in the State of Colorado.
