The Duluth Police Department would like to notify the public on the relocation of Level III Predatory Offender JAMES WILFRED THIBAULT DOB: 04/03/1979.
THIBAULT is currently living in the vicinity of 20th Avenue West & Superior Street, Duluth, MN 55806.
THIBAULT has a history of sexual and assaultive conduct (2003-2004). Sexual contact in one case included penetration against the victim (adult female) whom he had just met that night. Another case involved assault with a weapon and restraint of two victims (adult male and female). Conduct in the second case included threatened sexual assault of the female victim. Force was used to gain compliance. Offender was not previously known to victims in either case.
