Justin Dowell has felony warrants for his arrest for violation of probation stemming from Financial Transaction Card Fraud, Theft, and Possession of a Controlled Substance cases.
The Duluth Police Department is seeking the public’s help locating Justin Dowell. If anyone has information has seen or knows the whereabouts of Dowell they are asked to call 911.
