Justin Dowell has felony warrants for his arrest for violation of probation stemming from
Financial Transaction Card Fraud, Theft, and Possession of a Controlled Substance cases.
Update – On Tuesday 08/12/2014 at 1:01 p.m., Duluth Police conducted a traffic stop in the area of Central Entrance and Arlington Avenue on a vehicle involved in a shoplifting incident in the area. One of the occupants of the vehicle was identified as Justin Charles Dowell 09/28/1990. Dowell was arrested on an active felony warrants and cited for theft. Dowell was transported to the St. Louis County Jail and lodged on the warrant.
