NATURE OF INCIDENT: Attempted Motor Vehicle Theft

INCIDENT LOCATION: 1814 N 51ST AVE East Duluth
On April 4th, 2015 at 6:08 p.m., Duluth Police were dispatched to Faith Lutheran Church located at 1814 N. 51st Avenue East on reports of a male trying to steal a car. Witnesses to the attempted theft had pulled the suspect out of a vehicle and were attempting to pin the suspect to the ground. Off-duty Duluth Police Officer Ann Padden was travelling home after ending her shift as a patrol officer was a witnessed to the incident.
Officer Padden immediately stopped and attempted to handcuff the suspect who resisted arrest and fled from her. Officer Padden followed the suspect and requested additional squads to assist her. The suspect was located inside another vehicle searching for keys in an attempt to steal a second vehicle. The suspect was taken into custody by Duluth Police and St. Louis County Deputies who arrived at the scene.
After the arrest, the suspect exhibited signs of being in medical distress related to exertion from fleeing police. The suspect was taken to a local hospital facility where he was treated and released. The suspect, who was identified as 32 year old male Dieter Soetebier was transported to the St. Louis County Jail on charges of 2 counts of attempted motor vehicle theft, 2 counts of motor vehicle tampering, obstructing legal process with force, fleeing a police officer, and 2 outstanding warrants.
