The Duluth Police Department would like to notify the public about the address change of Level III Predatory Offender, Dennis James Armstrong, DOB 07/10/1972.
Armstrong is now living on England Avenue in the Riverside Neighborhood of Duluth.
Armstrong has a history of sexual contact with male and female victims ages 5-7. Armstrong is known to the victims and the contact has included penetration.
The physical description of Armstrong is:

Height: 5 feet 8
Weight: 183 lbs.
Eyes: Blue
Hair: Blond
Build: Medium
Complexion: Medium
