On Wednesday, August 26th, 2015, Duluth Police and Lake Superior Drug and Violent Crimes Task Force conducted a prostitution detail at a hotel in Duluth. Four individuals were arrested as a result of the investigation. 29 year old, Ibrahim Baz Khallouf of Duluth, 35 year old Lance Novak of Scanlon, and 22 year old Jason Campbell of Superior, were arrested and charged with soliciting prostitution in public. 21 year old Reno Breitkreutz of Duluth was also arrested and charged with prostitution in public. The four arrested appeared and have been formally charged in St. Louis County District Court.
This investigation was conducted in conjunction with a nationwide effort called the National Johns Suppression Initiative (NJSI) summer 2015 which is being coordinated through Cook County Illinois Sheriff’s Office. The focus of the NJSI is to target the consumers of prostitution or “Johns” as it is the demand for prostitution that leads to Trafficking and sexual exploitation.
