INCIDENT LOCATION: 300 block South Blackman Avenue Duluth
On Tuesday, February 9th, 2016 at 12:07 AM, Duluth Police responded to a report of an alarm at the Cenex Gas Station located in the 1300 block of East 9th Street. Officers arrived at the scene and investigated, determining that a burglary had occurred. Officers found the front door window shattered and a tire iron on the floor. Multiple rolls of lottery tickets and cartons of cigarettes were taken. The suspect had left the scene.
On Thursday, February 11th, 2016 at 3:48 PM, a Duluth Police Officer responded to a report of a vehicle that had run into a snow bank in the 300 block of South Blackman Avenue. Officers were looking for the vehicle which the owner had reported was taken without permission. Officers searched the vehicle and located a large quantity of Minnesota State Lottery scratch-off tickets as well as hypodermic needles containing a brown substance consistent with heroin. 22 year old Quinn Charles Kassing-Scheer, of Duluth, was arrested on suspicion of being in possession of heroin and possession of the stolen lottery tickets. Kassing-Scheer was interviewed by investigators at the Duluth Police Department and admitted to taking part in the burglary, specifically admitting to stealing the lottery tickets and cigarettes. Kassing-Scheer was taken to jail and has been formally charged in St. Louis District Court with 2nd Degree Burglary while possessing burglary tools.
