Relocation of Level III Predatory Offender

The Duluth Police Department would like to notify the public on the release and relocation of Level III Predatory Offender 54 year old, DAVID ROBERT HOULE. Houle is currently living in the vicinity of the 700 block of West 1st Street in Duluth. Offender has a history of engaging in sexual contact with an adult female victim. Offender accosted victim in a parking lot, choked her, forced her up against a vehicle and demanded her keys. A security guard interrupted the incident. Offender later admitted that he was attempting to take the victim to a secluded area to rape her. Offender was not known to the victim. Offender also has a long history of criminal activity including a conviction for Window Peeping (1991, Hennepin Co) and a conviction for Aggravated Robbery (1980, Hennepin Co) which included offender fondling a victim.
