NATURE OF INCIDENT: Supect Arrested on Vehicle Theft Charges

INCIDENT LOCATION: 600 block of East First Street in Duluth
On Saturday, March 5th, 2016, at approximately 9:30 p.m., Duluth Police were dispatched to a motor vehicle theft that had just occurred in the area of the 600 block of East First Street in Duluth. 911 Communications described the vehicle as a dark blue vehicle giving the plate information and that the reporting party was a pizza delivery driver.
A Duluth Officer briefly made contact with the victim who stated that he was making a delivery at the address and while he was walking back to his car, saw a male enter the driver's side and leave westbound on First Street. The driver admitted the vehicle had been running and unlocked at this time. The vehicle was located and stopped by a Floodwood Police Officer and U.S. Border Patrol Agent who pulled the vehicle over at 19th Avenue West and Superior Street. A Duluth Officer responded to the location and the driver was identified as 61 year old James Andrew Barker of Duluth. Barker was taken to jail and formally charged in St. Louis County District Court with felony theft of a motor vehicle, misdemeanor theft, and driving without a license.
Barker has a criminal history to include felony domestic assault, threats of violence, criminal damage to property, and several driving violations.
