Watermain Project on Arrowhead Road to Start May 16

[Duluth, MN] – The City of Duluth is informing the public about an upcoming watermain upgrade project along Arrowhead Road, from Kenwood Avenue to Dodge Avenue, which is scheduled to start the week of May 16, 2016. This work will be done in three stages and is anticipated to be finished in mid-June.

The first stage will require the closure of the two northbound lanes of Kenwood Avenue from Cleveland Street to Arrowhead Road to necessitate the connection and valve work at the intersection of Kenwood and Arrowhead. There will be one lane of traffic in both directions on Kenwood Avenue for this stage, which should last approximately a week.

The second stage will require the closure of both eastbound lanes on Arrowhead Road between Kenwood and Dodge Avenues. In addition to the eastbound lane closure, the inside west bound lane of Arrowhead Road will also be closed. This closure will impact the Duluth Transit Authority’s bus operations in the area while the watermain work is being completed. (See the temporary bus route map). Temporary stops will be placed along Buffalo Street and Brainerd Ave to accommodate stops previously served along Arrowhead Road.

The third stage will involve the temporary restoration of Arrowhead Road. Until the gravel and pavement are restored, Arrowhead Road will be limited to one lane of traffic in the westbound direction. The pavement restoration stage should be complete around mid-June.

There will be signed detour routes for eastbound Arrowhead Road, directing traffic to Kenwood Avenue then College Street to Junction Avenue and Carver Avenue (see detour map). The City encourages the public to access the Kenwood Shopping Center and the businesses in the area using Cleveland Street. This will be the most direct route to access businesses during construction.

This watermain work will not impact individual water service.  Those properties that will be impacted during this project have already been contacted by the City.

There are also plans to improve the traffic signals for both Cleveland and Arrowhead Road. The City expects to have a contractor selected by mid-July, with construction starting shortly thereafter. Given the poor condition of the pavement in the area, the City has decided to take this opportunity to incorporate pavement improvements in conjunction with the signal improvements.  The pavement work includes a mill and overlay on the County's portion of Howard Gnesen Road from Arrowhead Road to approximately 1700 feet north. A complete reconditioning of Kenwood Avenue from Arrowhead Road to just south of Cleveland Street as well as Arrowhead Road from approximately 200 feet west of Kenwood and also east to Dodge Avenue is planned. Concrete repair and replacement will be performed at the Kenwood/Arrowhead intersection.

Public notification will be issued prior to the start of the signal and pavement improvement project. Questions can be directed to Cindy Voigt, (218) 730-5071 or email at cvoigt@duluthmn.gov .
