INCIDENT LOCATION: 100 block of East 3rd Street in Duluth
On Monday, December 12th, 2016, Investigators from the Lake Superior Drug and Violent Crime Task Force, Duluth Police Department, Superior Police Department and Douglas County Sheriff’s Office executed a search warrant at a residence in the 100 block of East 3rd Street in Duluth. During the search Investigators located 20 bags of heroin packaged for sale, marijuana, cash and other evidence of the sale of heroin. Investigators arrested Devon Maurice Bowser, a 32 year old male originally from Chicago, IL.
On Wednesday December 14th, 2016, Bowser was formally charged in Saint Louis County District Court with 1st Degree Sale of a Controlled Substance and 5th Degree Possession of a Controlled Substance, both felonies. On the day of Bowser’s arrest he was out on bail from several prior arrests for selling heroin earlier this year. In January of 2016 Bowser was arrested and charged in Saint Louis County with 1st Degree Sale of a Controlled Substance (Heroin) and three counts of Felon in Possession of a Firearm. In September of 2016 Bowser was arrested and charged in Saint Louis County with 2nd Degree Possession of a Controlled Substance (Heroin). In January of 2016 Bowser was charged with Delivery of Heroin in Douglas County, WI. In May of 2016 Bowser was charged again in Douglas County with Delivery of Heroin and Felony Bail Jumping. Bail for Bowser’s most recent arrest was set at $700,000, consecutive with the bail from his previous arrests. All of the above cases are pending final disposition.
Bowser has previous convictions in Minnesota for Felon in Possession of a Pistol or Assault Weapon, 3rd Degree Sale of a Controlled Substance, two convictions for 5th Degree Possession of a Controlled Substance, two convictions for Possession of Marijuana in a Motor Vehicle, Domestic Assault, Disorderly Conduct and Possession of a Small Amount of Marijuana.
