SUBJECT: Three Arrested and Formally Charged in St. Louis District Court for Drug Charges

INCIDENT LOCATION: 300 block of North 20th Avenue West in Duluth

On Tuesday, April 18th, 2017, the Lake Superior Drug and Violent Crime Task Force executed a search warrant at an apartment in the 300 block of North 20th Avenue West. The search warrant was the result of an investigation into the sale of controlled substances, specifically heroin, and was also in response to the recent spate of heroin overdoses the Duluth Police Department has responded to.  During the search investigators recovered 7 grams of fentanyl, marijuana, drug packaging, a digital scale and U.S. currency.  Investigators arrested 45 year old Marcell Lee Gaines a.k.a. Omar White, of Duluth, 32 year old Jean Marie Anderson, of Duluth, and 32 year old Forrest Duran Isham-Kingbird, of Duluth.  All three were lodged at the St. Louis County Jail pending formal charges.


On Friday, April 21st, 2017, the St. Louis County Attorney’s Office formally charged Marcell Gaines with 2nd Degree Sale of a Controlled Substance in a Public Housing Zone, Jean Anderson with 2nd Degree Sale of a Controlled Substance in a Public Housing Zone, and Forrest Isham-Kingbird with 5th Degree Possession of a Controlled Substance. Gaines’ bail was set at $125,000, Anderson’s bail was set at $50,000 and Isham-Kingbird was released on his own recognizance.
