INCIDENT LOCATION: 2300 block West 6th Street in Duluth
On Monday, May 1st 2017, the Lake Superior Drug and Violent Crime Task Force executed a search warrant at an apartment in the 2300 block of West 6th Street. The search warrant was the result of an investigation into the suspected sale of controlled substances by a male at that apartment. The Task Force had received numerous complaints from neighbors about short term traffic and other suspicious activity at the apartment. During the search, investigators recovered methamphetamine, drug packaging and drug paraphernalia. Investigators arrested a 21 year old Donald Perry Felver III, of Duluth, on a probable cause charge of 5th Degree Possession of a Controlled Substance and Operating a Disorderly House. 23 year old Kaylin Marie Ostrander, of Duluth, was arrested on three outstanding arrest warrants out of St. Louis County. The warrants were for charges of Theft and 5th Degree Possession of a Controlled Substance.
On Wednesday, May 3rd, 2017, the St. Louis County Attorney’s Office formally charged Donald Felver with 3rd Degree Sale of a Controlled Substance. Felver’s bail was set at $20,000.
The Lake Superior Drug and Violent Crime Task Force is appreciative of the assistance that the community provided that led to the arrest of the Felver, a habitual offender who currently has several felony criminal court cases open in St. Louis County.
