Duluth Public Works and Utilities Project Updates, July 21
[Duluth, MN] – The City of Duluth Public Works and Utilities department is working on several two projects this summer and is providing updates on their progress. Details for each project are provided below:
West Michigan Street Utilities Upgrades
This multi-utility project is progressing well on the 1st Ave West block. On Monday, July 24th, crews will close down 1st Avenue West between Superior Street and the frontage road to the public. Deliveries for businesses will have access on the avenues. West Michigan Street from 1st Avenue East back to Minnesota Power’s parking garage will be converted to two-way traffic for vehicle access to parking.
The entire project should be completed by early October.
East 4th Street Gas Upgrade
This project is upgrading the gas service lines and has progressed to east of Hawthorne Road. East 4th Street is open between Wallace Ave and Hawthorne Road but access north on Hawthorne is not available for the next week in order for road restoration. A detour is in place.
The north side of East 4th Street between Hawthorne and 34th Ave East has been excavated making the sidewalk and west bound lane inaccessible. The south lane is open for east bound traffic. Ridgewood Road will reopen next week. The project should be fully completed and the road repaved and open to traffic by the end of August.
Congdon Boulevard
Culvert repairs and some ditching is taking place between the area of 7811 to 9616 Congdon Boulevard. Ditching consists of removing approximately 6 inches of soil and vegetation from ditch bottoms and sides to improve drainage and eliminate standing water.
The road is open to local traffic and businesses but in order to lower traffic volumes for safer work conditions a detour has been implemented around the construction. Mail delivery and garbage pick up should not be affected. There may be short delays as well as the presence of temporary flaggers. Milling and repaving of this 4 miel stretch is also taking place to improve the road surface.
Please exercise caution when going through the detour as it will be uneven pavement and gravel at times. The speed limit is posted at 30 mph. The completion date for the project is September 8th. The public can expect some additional minor work to follow.
Water Street
Lakewalk Trail users have likely encountered construction that started this week to improve pedestrian access and flow. The project involves building a 10’ wide paved trail behind the curb from 23rd Ave East to approximately 21st Ave East on the north side of the street. The parking lane along the north side of Water Street is closed during construction. Trail users can still access the nearby parking lot. The project is anticipated to be complete by September 8th.
