In reference to the shooting death on Saturday, September 1, 2018, at 12:55AM, Duluth Police have identified the victim as SCOTT ALLEN PENNINGTON, 31 years of age. As the result of the investigation conducted by the Duluth Police Department, investigators identified JAMAL TYSHAWN JACKSON, 25 years of age, as the suspect in this incident. JACKSON was arrested in Hennepin County on Sunday, September 2nd, 2018, on an unrelated warrant. JACKSON was transported to Duluth and lodged at the St. Louis County Jail on the charge of 2nd Degree Intentional Homicide, where he is awaiting to be formally charged by the St. Louis County Attorney’s Office. The investigation is ongoing.
