Arthur Godfrey Strong, 62 year old B/M, Height 5'7", Weight 187 lbs., Black Hair, Brown Eyes has relocated to the 200 Block of North 22nd Avenue West in Duluth, MN.
Offender engaged in sexual conduct and contact with a female victim (age 16). Contact included sexual touching and penetration. Strong gained access to victim by approaching her at her place of employment. Force was used to gain compliance. Strong was not known to victim.
Change of address occurred on 11/3/2018.
