SUBJECT: Over Five Pounds of Methamphetamine Seized During Search Warrants

On November 14th 2018 Investigators from the Lake Superior Drug and Violent Crime Task Force, St. Louis County Sheriff’s Office, Superior Police Department and Hermantown Police Department executed search warrants at a business in the 5300 block of Miller Trunk Highway and a residence in the 4900 block of Martin Road in the City of Hermantown and at a residence in the 5700 block of Kehtel Road in Canosia Township.  On November 15th 2018 Task Force Investigators executed a search warrant at a residence in the 100 block of 4th Street in the City of Proctor.  On November 20th 2018 Task Force Investigators executed a search warrant at a residence in the 2900 block of West 2nd Street in the City of Duluth.  The search warrants were the result of a several week long investigation dubbed “Operation Red Eye.”  Operation Red Eye was conducted by the Lake Superior Drug and Violent Crime Task Force and the Northwest Area Crime Unit (Wisconsin) into the distribution of methamphetamine in St. Louis County.  During the investigation police seized over five pounds of methamphetamine and over $7,000 U.S currency, as well as drug packaging, drug paraphernalia, digital scales and other evidence related to the sale of methamphetamine. 

Arrested and charged with their involvement in this methamphetamine trafficking organization are:

Todd Richard Carter, 48, of Hermantown, with 1st Degree Sale of a Controlled Substance, Carter’s bail was set at $400,000.  Carter has an extensive criminal history in both Minnesota and Wisconsin.  Carter has previous convictions in Minnesota for 5th Degree Possession of a Controlled Substance (2012), Aid & Abet 2nd Degree Possession of a Controlled Substance (2011), Controlled Substance Crime in the 3rd Degree (2003), Possession of Cocaine in the 5th Degree (1996), five counts of Burglary in the 2nd Degree and Burglary in the 3rd Degree (1993).  Carter has previous convictions in Wisconsin for Battery, Attempt Disarming a Peace Officer and Battery to Law Enforcement Officers (2013).  During the 2013 incident, officers saw Carter in Superior and attempted to arrest him for an outstanding warrant for his arrest.  During the stop of Carter he fled from police on foot.  When caught by officers, he physically resisted with officers and attempted to take one of the officers’ handgun from its holster before he was subdued with the aid of a Taser.

Ashley Ann Moravitz, 36, of Tower, with 1st Degree Sale of a Controlled Substance, Moravitz’s bail was set at $125,000.  Moravitz has previous convictions in Minnesota for Possession/Procure/Sell/Barter/Distribute Prescription Drugs (2013), Possession Over 1.4 Grams of Marijuana in a Motor Vehicle and Possession of Drug Paraphernalia (2007).

Jesse Andrew Gallant, 39, of Proctor, with 1st Degree Sale of a Controlled Substance, Gallant’s bail was set at $75,000.  Gallant has previous convictions in Minnesota for Possession/Sale of Marijuana (2009) and 5th Degree Sale of Marijuana (2001).
