City Proposing Zoning Amendment for Tiny Houses Fixed in Place (FIP) and Tiny Houses On Wheels (THOW)
[Duluth, MN] During the Imagine Duluth 2035 comprehensive plan update process, community members expressed an interest in the city clarifying the rules regulating tiny houses. The city sought public input at a June 2019 informational meeting and has received input from the Planning Commission and members of the public over the last three months. City staff has drafted a proposed language change to the zoning ordinance, and that information can be found below at the link:

Tiny Houses that are Fixed In Place (FIP) will be considered permanent dwellings, either accessory dwelling units or small single-family houses, and Tiny Houses on Wheels (THOW) will be regarded as temporary dwellings, either as recreational vehicles or travel trailers.
The language-related to tiny houses, as well as code amendments related to shipping containers, tree preservation, and craft distilleries, are anticipated to receive a recommendation from the Duluth Planning Commission at their September 10, 2019, meeting, with the City Council likely voting on the issue in October 2019.
