[DULUTH, MN] The Duluth Police Department has completed the administrative review of the officer involved shooting, which occurred on September 12, 2020 at 105 East First Street.  In this incident, Duluth police officer Tyler Leibfried was investigating a domestic violence incident and, upon hearing what he believed to be gunshots, shot through a closed door inside of an apartment and injured Mr. Jared Fyle. 

The administrative review included the analysis of Duluth police officer Leibfried’s actions for consistency with department policies and training.  The review included an examination of the investigation conducted by the Minnesota Bureau of Criminal Apprehension and the felony complaint filed in St. Louis County Court by the St. Louis County Attorney’s Office.

We believe that Officer Leibfried’s actions were contrary to Duluth Police Department policies and training guiding use of force.

Mr. Leibfried is off duty indefinitely. As this is a personnel matter, no further data can be released at this time pursuant to Minn. Stat. 13.43.

 

[DULUTH, MN] Today, on 11/30/2020, the St. Louis County Attorney’s Office issued a complaint charging Duluth police officer Tyler Leibfried with Intentional Discharge of a Firearm that Endangers Safety of Another and Reckless Discharge of a Firearm in a Municipality in connection with the officer involved shooting incident, which occurred at 9:22 PM on 09/12/2020. Per Duluth Police Department policies and practices, we requested the Minnesota Bureau of Criminal Apprehension to conduct an independent investigation on this incident. Once the BCA investigation was complete, the results were sent to the St. Louis County Attorney’s Office for review. With the criminal charges today, the Duluth Police Department will have access to the full investigation for the first time. The Duluth Police Department is immediately commencing an administrative investigation and anticipate our findings in the next 7-10 days. Officer Leibfried will remain on paid administrative leave pending the outcome of the administrative investigation.

 

[DULUTH, MN] On 09/12/2020 at 9:22 PM, Duluth police officers responded to the 100 block of West 1st Street on the report of a physical domestic. At one point an officer discharged their weapon, striking the suspect in the shoulder area. The suspect was transported to a local hospital for medical treatment and released to police custody. The suspect was booked at the St. Louis County Jail on probable cause for Domestic Assault. No officers on the scene were injured in the incident. The Minnesota Bureau of Criminal Apprehension was contacted and will lead the investigative efforts.
