SUBJECT: One in Custody for Homicide

INCIDENT LOCATION: 4700 Block E Colorado St

[DULUTH, MN] On 09/04/20 at 5:30 PM, Duluth Police officers were dispatched to the 4700 Block of E Colorado Street on the report of an unresponsive 3 year old child. The child was immediately transported to an area hospital, but due to the severity of the child’s injuries, was transported to Children’s Minnesota Hospital in Minneapolis. Lifesaving efforts were unsuccessful and the child was pronounced dead on 9/6/2020 at 1:48 PM.    

Based upon the suspicious nature of the child’s injuries, the Duluth Police Department Sex Crimes Child Neglect Unit and Violent Crimes Unit immediately began an investigation. Investigators learned the child was in the care of the mother’s fiancé at the time of injury. 

This investigation was in conjunction with the Hennepin County Medical Examiner’s Office investigation, which included an autopsy of the child and further laboratory tests in order to determine cause and manner of death. 

On 12/15/20, the Hennepin County Medical Examiner’s Office contacted the Duluth Police Department and advised investigators that the child’s death was to be ruled a homicide. 

On 12/17/20, Duluth Police investigators took Jordan William Carter (30) into custody for the charges relating to the child’s death. Carter was lodged at the St. Louis County Jail and is awaiting formal charges of 2nd Degree Murder by the St. Louis County Attorney’s Office.

This is still an active and ongoing investigation and no further information is available at this time.
