SUBJECT: Four Arrested in Joint Operation

INCIDENT LOCATION: 100 block of E 3rd St. and 800 block of Upham Rd.

At approximately 8:00 a.m., Monday, July 26, 2021, the Duluth Police Department, DPD’s Tactical Response Team, the Lake Superior Drug and Violent Crime Task Force, Duluth Police Violent Crimes Unit, and St. Louis County Emergency Response Team conducted arrest and search warrant operations in the 100 block of E 3rd St. and the 800 block of Upham Rd. These operations stemmed from an ongoing investigation into shootings that have occurred in Duluth.

37-year-old Jason Burns was arrested on a warrant for 2nd Degree Attempted Murder, 30-year-old Martinique Washington was arrested on 3rd Degree Sale of Fentanyl, 29-year-old Dorian Singer was arrested on Possession of a Firearm by a Prohibited Person, and 49-year-old Ulysses Snell was arrested on 5th Degree Possession of Fentanyl.

DPD’s TRT, LSDVCTF, VCU, and SLCERT were able to successfully conduct a search warrant where they were able to seize multiple drugs and weapons and arrest Burns, Washington, Singer, and Snell without incident.

The goal of the operation was to create a safer community for all by holding those responsible for crimes accountable for their actions. This is still an ongoing investigation. No further information will be released at this time.
