At 2:11 p.m., Tuesday, August 17, 2021, Duluth Police Investigators arrested 51-year-old Todd Robert Clark on pending charges of First Degree Criminal Sexual Conduct. Clark was booked in the St. Louis County Jail and is awaiting to be formally charged. This incident is still active and under investigation.
