City Accepting Letters of Intent for Vacation Dwelling Unit Permits

[Duluth, MN]The City of Duluth is now taking Letters of Intent from property owners interested in using their property for a vacation dwelling unit or accessory vacation dwelling unit. Letters of intent will be accepted from November 8 – December 10, and a lottery will be held the week of December 13 to determine the order placed on the eligibility list for Interim Use Permits. An interim use permit is required to operate a vacation dwelling unit or accessory vacation dwelling unit, which are types of short-term rentals where the entire property is rented out.

To be eligible, a Letter of Intent must use the form available on the City of Duluth web site at https://duluthmn.gov/planning-development/land-use-zoning-and-applications/applications-checklists/short-term-rentals/. This form must be mailed or emailed to:

The form must be received by December 10.

Please note that once placed on the eligibility list, a property owner will be notified once an Interim Use Permit becomes available, and will be given 60 days to submit a complete application for the IUP. Only the person listed on the LOI, and only the address listed, will be able to apply.

Short-term rentals seeking an Accessory Home Share Permit or Accessory Vacation Dwelling Unit, Limited Permit do not need to submit a LOI or be on the eligibility list.
