INCIDENT LOCATION: North 22nd Avenue West and 2nd Street, Duluth
The Duluth Police Department would like to notify the public about the release of Level III Predatory Offender, THURE RANDOLPH MILLS II , DOB 11/02/1976.
Mills is now living in the vicinity of North 22nd Avenue West and 2nd Street in Duluth.
Mills has a history of sexual contact with juvenile females, age 15. Contact included penetration and coercing one victim to prostitution. Mills gained compliance through use of force and providing one victim with drugs. Mills was known by one victim and briefly acquainted with another.

Weight: 318 pounds
Eyes: Brown
Hair: Black
Build: Large
