Duluth Police Investigators Arrest Individual on Multiple Pending CSC Charges 

At around 9:50 a.m., Tuesday, December 21, Duluth Police Investigators arrested 61-year-old Duluth resident William Kalligher for pending charges of one count First Degree Criminal Sexual Conduct, four counts of Second Degree Criminal Sexual Conduct, and two counts of attempted First Degree Criminal Sexual Conduct. This is after a thorough investigation was conducted by the Duluth Police Department’s Sex Crimes Abuse and Neglect Unit (SCAN), and the Duluth Police Department’s Investigations Division. Kalligher is awaiting formal charges by the St. Louis County Attorney’s Office.

Kalligher wouldn’t have been apprehended without the victim-survivors being able to come forward and share their story. These victim-survivors showed strength and resilience to be able to hold Kalligher accountable for his actions. Good work by our investigators who worked tirelessly on this case to bring justice to the victim-survivors.
