Duluth Police Officers Detain Individual After Hours of Negotiating
At approximately 9:15 a.m., Monday, March 28, Duluth Police Officers were dispatched to the 600 block of E Superior St for an individual who discharged their firearm in municipality. Upon arrival, officers spoke to a reporting party who stated that a male with mental health issues refused to seek help. The reporting party said the male did not threaten them nor fire in their direction, but did discharge his firearm at their vehicle's tires and drove away in a white Toyota truck after refusing help. No one was injured and the firearm was collected at the scene.
Officers continued to look for this male and located him at approximately 2:15 p.m., in the area of Triggs Ave and W Cleveland St. After multiple attempts of negotiating with the male using the Crisis Response Team and Crisis Negotiations Team, the Tactical Response Team utilized less than lethal options. After multiple attempts to get the individual to surrender peacefully, he was detained without incident at approximately 5:30 p.m.
37-year-old Dustin Palm was transported to a local hospital for a medical evaluation and will be booked on pending charges of Reckless Discharge of a Firearm within Municipality. This incident is under investigation and other charges may be forthcoming.
Good work by all involved who negotiated with Palm to get him the help he needs. Thank you to the Superior Police Department for the use of the BearCat, Mayo Ambulance, and others who were on scene negotiating with Palm to get this incident resolved in a quick and safe manner.
