BY: Officer Brad Wick, Information Coordinator

NATURE OF INCIDENT: Suspicous Person/Vehicle Prowl
CASE NO.: 10392876
INCIDENT DATE: 10/23/2010
INCIDENT TIME: 11:14 PM
INCIDENT LOCATION: 36 Avenue East and Superior Street

On Saturday, October 23rd, 2010, at 11:14 p.m., Duluth Police responded to the area of 36th Avenue East and Superior Street after a citizen reported two suspicious males coming out of the woods near that location. The males were dressed in all black and carrying backpacks. They were last seen walking west on Superior Street.

Officers arrived and located Scott Joseph Capistrant, age 19 of Duluth, who matched the description of one of the individuals. Capistrant admitted to prowling vehicles and told officers he had also prowled vehicles the previous night. Officers were unable to locate the second individual with Capistrant.

Capistrant was taken to the St. Louis County Jail where he was lodged on two outstanding failure to appear warrants for Underage Consumption and No Valid Drivers License. The investigation into the vehicle prowls continues and charges are pending in those incidents.

Police ask that anyone who was a victim of a vehicle prowl during the past two evenings and has not yet reported it, to call 9-1-1 to do so.   Police also want to remind citizens to continue to report all suspicious people or activity by calling 9-1-1. With the help of alert citizens reporting two suspicious people in this incident, police were able to locate and identify an individual responsible for recent vehicle prowls.
