City of Duluth launches Clean Streets, Strong Communities Courtesy Notice Program
[DULUTH, MN] The City of Duluth is excited to introduce the Clean Streets, Strong Communities Courtesy Notice Program, a new, resident-focused Life Safety Division initiative designed to encourage voluntary compliance with city ordinances before formal enforcement actions are taken.
This program reflects a continued Life Safety Division commitment to the promotion of safe, clean, vibrant neighborhoods through education and partnership with residents. Rather than beginning with a citation or formal inspection process, residents out of code compliance may now receive a Courtesy Notice from Life Safety staff-- a door hanger that outlines the specific concern and offers up to 14 days to resolve certain minor violations voluntarily and without penalty.
These courtesy notices apply to non-life-threatening violations, such as small accumulations of solid waste, rubbish, or abandoned items, as well as general nuisance issues.
“We want to empower our residents to take action without fear or frustration,” said Greg Smith, Life Safety Division Supervisor. “This program puts communication and compassion first, while still maintaining the standards that help make our neighborhoods great.”

Unlike the traditional process, which includes a correction order, follow-up inspection, and possible citation, this new approach aims to relieve the stress of immediate enforcement. If issues persist after a courtesy notice is issued, a formal enforcement case may be opened for further investigation.
This initiative is one more way the City of Duluth is working to build trust, encourage civic responsibility, and enhance the quality of life for all residents.
