Duluth Workforce Development announces graduations from first half of 2025
[DULUTH, MN] Duluth Workforce Development is pleased to announce its program participation graduates from the first half of 2025. 66 total residents graduated from the youth, adult, career pathway, and Minnesota Family Investment Program (MFIP) programs, including:
- 21 high school graduates
- Five GED completions
- Nine associate’s degree graduates
- Eight bachelor’s degree graduates
- Seven master’s degree graduates
- 10 Certified Nursing Assistant program graduates
- One Commercial Driver’s License graduate
- Five teachers
“We are proud of the accomplishments achieved by our participants so far this year,” said Director of Duluth Workforce Development Elena Foshay. “For many, this is the culmination of many months of hard work and overcoming many obstacles. Many have reached out with sincere appreciation for the Duluth Workforce Development staff who supported them through their journey. This is the reason we do what we do.”
“These accomplishments are the output of diligent staff who support these programs and their participants, and the perseverance of the program participants themselves,” said City Administrator Matthew Staehling. “And they result in a stronger, more qualified, more diverse workforce here in Duluth.”
The Adult and Career Pathway Programs provides career counseling, job search assistance, training opportunities, education, and scholarships to eligible adults. The Youth Employment Services (YES) Duluth program helps young people ages 14-24 work toward their employment and educational goals.
“It’s gratifying to be a small part of each person’s journey and use the resources we have to help these students achieve their goals,” said Betsy Hill, Duluth Workforce Development jobseeker and employer navigator. “I think about the impact these students will have on their communities, working in fields like healthcare and education, and knowing they will help fill the need for skilled workers.”

As always, CareerForce is open to interested parties five days a week, as well, at 402 W First Street in Duluth.
