Duluth City Council establishes replacement procedure for vacancy in second council district

[DULUTH, MN] In a special meeting held today by Duluth City Council, the council members passed a resolution (25-0561R) to establish the procedure for the council to fill the second district city council seat vacated by former City Councilor Mike Mayou.

The procedure outlined in the resolution is the same used by the City Council to fill council seat vacancies in prior years. The resolution, which passed 8 to 0, dictates an application process that has a deadline of 4:00 PM on August 4 for applicants to turn in a completed application to the City Clerk’s office. The council would then conduct interviews with applicants on August 7, 2025 and rank their top three candidate choices by ballot. The three candidates with the highest point totals will proceed to a second round of interviews, which will be held at a special council meeting on August 11, 2025.

On August 11, second-round candidates will be asked two questions by the chair of the personnel committee. In addition, each councilor will have five minutes to question each candidate. The three candidates will then be voted on by the council and the candidate receiving a majority vote shall be appointed to the vacant second district seat; if no candidate receives a majority vote after three rounds of balloting, the candidate with the lowest number of votes on the third round of balloting will be dropped.

Voting will proceed with the final two candidates. If no candidate receives a majority vote after an additional three rounds of balloting, the council will select the candidate by coin toss.
