City produces manual to ease zoning application process The City of Duluth Planning Division has published the Unified Development Chapter (UDC) Application Manual, which serves as a guide to individuals using the UDC for land use applications. The manual was developed to help fulfill the UDC themes of efficiency and user-friendliness. It provides guidance on how to file special use permit, variance, and other land use applications. It includes easy to use checklists, fee information, and application forms. The Manual along with the application forms are available at http://www.duluthmn.gov/planning/planning_commission/applications.cfm Applications can be filed at the new One Stop Shop for Planning and Construction Services on the second floor of Duluth City Hall. The Duluth City Council approved the Unified Development Chapter in August 2010. The UDC becomes effective November 19, 2010. The UDC replaces the outdated Chapter 50- Zoning Regulations and other code sections dealing with zoning and development. This project was funded in part by the John S. and James L. Knight Foundation and the Coastal Zone Management Act from the NOAA’s Office of Ocean and Coastal Resource Management, in cooperation with Minnesota’s Lake Superior Coastal Program.
