SUBJECT: Public meeting to discuss rezoning of college campus

The City of Duluth’s new zoning regulations, i.e., the Unified Development Chapter (UDC), went into effect on November 19, 2010. Zoning is the legal body of rules that cities create to regulate how land is developed and used. The UDC was drafted to implement the City’s 2006 Comprehensive Land Use Plan, which is the community’s vision for how Duluth should grow and develop over the next 20 years.
There are several areas of the city where existing zoning is inconsistent with the Comprehensive Land Use Plan. The City is reviewing those areas to determine if they need to be rezoned. One area in need of review is the College of St. Scholastica campus, which is currently zoned as R-2, Urban Residential. The City Planning division proposes to rezone the campus to MU-I, Mixed Use Institutional. The MU-I district was established to provide for the unique development needs and impacts of major medical, educational and research institutional development.
The City’s Planning Division is hosting a public meeting on Tuesday, November 30, 2010, at 6:00 p.m. in Somers Hall on the College of St. Scholastica campus. The purpose of the meeting is to explain the rezoning process and discuss the proposed change.
Public comments will be compiled and shared with the Planning Commission at a public hearing on January 11, 2011.
